This is a ballpoint pen featuring Queen Elizabeth II's cypher (EIIR), purchased from the Royal Collection Trust at the official Buckingham Palace shop. The ink is blue.
It's currently difficult to obtain as it's sold out on the Buckingham Palace official website. I've tested the pen to confirm that the ink flows correctly.
